The Election of a Pope Is Not Always A Smooth Process.

In fact, the Papacy has not only been bought from the electors, but from a previous Pope!

For Centurites, starting with Pope Felix IV and ending with Pope Saint Pius X, Kings and Emperors interefered with Papal Elections.  Emperor Henry III appointed at least wo Popes, personally.

Pope Vigilius was forced on the Church by the Emperor

Pope Pelagius I was forced on the Church by the Emperor and no election was required to validate his election.

Pope Grgory VI bought the Papacy from Pope Benedict IX!
